Campus Neighborhoods Revitalization Corporation (CNRC), also known as Sunnyside Up, is a 501(c)(3) nonprofit group based in Morgantown, West Virginia. With support of the City of Morgantown and West Virginia University, CNRC was created in October 2002 to assist or engage in developing, designing, financing and implementing urban land use plans designed to eliminate blight, improve conditions, and prevent future deterioration in the neighborhoods surrounding the West Virginia University campus.

The initial area focus for CNRC was the Sunnyside neighborhood, which lies between the Downtown and Evansdale Campuses of West Virginia University (WVU) and is close to the WVU Law School and Downtown Morgantown. Historically, Sunnyside has served as a student enclave. Deterioration of housing stock and related infrastructure in Sunnyside significantly increased in the early 2000s. In 2003, the City of Morgantown designated Sunnyside as a blighted neighborhood.

In 2004, CNRC developed the Sunnyside Up Comprehensive Development Plan for the neighborhood. CNRC was the driver to have the Sunnyside area designated as a Tax Increment Financing (TIF) District. This would allow for monies to be available to do major improvement projects in public rights-of-way. In 2008, the City of Morgantown designated CNRC as the “developer” of the Tax Increment Financing (TIF) project for the Sunnyside TIF District. Hence the moniker “Sunnyside Up”.


The CNRC is currently partnering with other economic development groups to continue to revitalize the Sunnyside neighborhood. The Morgantown Area Partnership (MAP or the Partnership) is made up of the Morgantown Area Chamber of Commerce, Monongalia County Development Authority, the Morgantown-Monongalia United Initiative, and Sunnyside Up (CNRC). MAP’s purpose is to oversee community-driven programs to improve job and wealth creation, develop competitive workforce capacity, and affect progressive public policy. While CNRC will still operate independently, belonging to this Partnership allows for a cohesive plan in revitalizing Morgantown and promoting economic growth.
